Thank you for discovering this and for the lovely feedback. There are many ways that Billy's death could have been avoided - not blackmailing Sullivan, not going to the building at the end, running away to a desert island with Dignam (a personal favorite).
I think that French had enough pull with Costello to choose who he wanted on the jobs, so the fact that we see him working with Billy so often could have meant a couple things - he didn't trust Billy working with anyone else or he genuinely enjoyed the other man's company. At the end that what Billy needs to convince himself so that he can walk away from the part of him that still needs to be a cop.
